Well the problem with a situation like this is there could be a foreign object in her eye or a scratch on the eye itself. The best thing to do is to go to your vet for a diagnosis first. Once you know what the actual problem is, then it is easier to use a natural remedy.

I use a lot of aromatherapy in my own dog health care but it isn't something you would use directly on an eye. I hope you'll consider getting your dog's eye checked before using a natural remedy, especially if you don't know specifically what the problem is and your dog is an older dog so it is better to be safe than sorry. Let me know what your vet's diagnosis is and then maybe I can help once you have that determined.
