Give her time to get used to you, and her new home. It's a big change for puppys to go from being around thier litter mates all day every day, to being the only one in an unfamilar setting.
How long have you had her?
Do you have any other pets?
I got a new puppy about a month ago. She was from a litter of 8 and it took her about a week to figure out that she was in a safe place. I have a cat that has become her big brother and they now follow eachother around the house, and play together as much as we will let them.
One other thing I'll suggest is to get your little one into a puppy kindergarten class (pre obedience class) where she can where she can socialize with other people, and be around other puppys.

Are you the same person who emailed me about this? In your email you mentioned that she had been left in a barn with little human contact. She may have never learned how to play. As mncapt said, she will need time to learn that you love her. She will also need lots of gentle socialization to help her gain confidence. Taking her to puppy classes is a great idea! And don't forget to take her to a vet to make sure she's healthy.
You could also remind your boyfriend that a laid-back puppy may not get into as much trouble as an energetic one! It will probably grow up to be a better behaved dog.
