I don't think it's too late for your girl. I think obedience classes would help her a lot. It sounds like she feels confident at home but a bit insecure outside, and some German Shepherds are just very aggressive toward strange dogs. Mine was. He did not tolerate strange dogs AT ALL, yet he was able to earn an obedience title in the show ring sitting just inches from all kinds of other dogs, because he was too busy focusing on his job to pay attention to the others. Once your dog goes through classes, you would have to be diligent in keeping her in practice. If you're out walking and you meet another dog, you could give her the "heel" command and that will take a certain amount of concentration on her part. You can even refine heeling with a "watch me" command, so that she stays focused on your face all the while she's heeling. That would come in handy. Or if you're sitting on a park bench and someone walks by, you can give her the "down, stay" command. She may still want to bark but, if you're consistent in your training, she will know barking can't happen. Yes, I highly recommend taking her through obedience classes, and discuss her barking problem with the trainer.

I suggest taking advantage of the classes offered by kennel clubs and obedience clubs in your area where you can go with your dog and learn how to teach your dog. They also offer more socialization experiences. Veterinarian offices or shelters could direct you to the clubs in your area.
