Although the possibility of abuse is there, your dog may not necessarily have been abused. Some dogs are just intimidated by a loud or gruff voice or even by the size of a large person. My article about shy dogs gives a little more detail about why shy dogs are shy, as well as a link to another article about rehabilitating shy dogs. http://dogs.suite101.com/article.cfm/why...

my dog also did the same thing after she was out of the pound. she might not have been abused but if someone does not care for him or verbally abused him he could be that way. mine came around after my father(who is 6'2"-might have something to do with it)started feeding her everyday and showing her affection. also she is still a little scared of my brother that teases her sometime untill she knows if he is going to be nice or mean, if he starts being nice she is fine but doesnt completly trust him. i think as long as he is consistant with his attitude toward the dog in a loving way i am sure he will come around pretty quick.even just playing with him and giving him treats and being patient and waiting for the dog to approach him(it might take a while)will help a lot. just try not to do something quick that will make the dog worried hes going to hit him, like reaching to pet his head too quick, or rolling a newspaper,in some cases.
